Dr. Sami Noor - borne and raised in Kabul - is a long-term member of Prof. Dr. Loewenstein's team at the IEE - Institute of Development Research and Development Policy and a major "engine" with regard to facilitating change in Afghan higher education.

Dr. Noor travels frequently between RUB and Afghan universities to keep in close contact with all major players in Afghan higher Education. The picture was taken while strolling across the campus of Nangarhar University in Jalalabad/Afghanistan.
